I'm not as sure about that.

It's Yui that has the most strong romantic possibilities. I can think of four girls she pairs up very strongly with. And then Mio and Ritsu is probably the single strongest pairing in the entire show. Mugi really doesn't have as many strong options, which is why she'll often end up with Sawako by defualt.
