Yep. Both pics are slightly modified versions of BlazBlue official artwork featuring Noel Vermillion and Rachel Alucard.

Hmmm... Nozumo Tamaki started writing Dance in the Vampire Bund in 2006 while BlazBlue: Calamity Trigger didn't hit arcades until 2008.

Still, I'd wager it's coincidence.

Yeah. I can think of no real significance to the blonde twin-tailed pie vampire.

Heck, maybe Rachel's designer was a fan of Tamaki's manga. It's a distinct possibility.
