The latter idea has more freedom.

For the Repo! one, I'd prefer to stick with a canon character first, with maybe an OC added in each for fun.

I really have no idea who I'd ultimately pick. Most of the other really interesting characters die in the movie...

Because I own books on role-playing Doctor Who I think I will try doing something with that for a change of pace.
